Want to become a Civil Judge in Himachal Pradesh? This complete, student-friendly guide explains the application rules, all three Prelims papers, the five Mains papers, marks, qualifying conditions, interview and a simple preparation plan.

The last recruitment verified for this guide was HPPSC Advertisement No. 31/12-2024, dated 15 December 2024. The examination continued through 2025. There is no separately verified fresh HP Judicial Service 2026 Civil Judge advertisement as of 24 October 2026. Treat the figures below as previous-cycle rules unless a new notice confirms them. The written examination is often called HPJS 2024 because that was the advertisement year, even though its papers and interview were held in 2025. Do not label the 21 historical posts as '2026 vacancies'.

2 Eligibility for Himachal Pradesh Judiciary

Educational qualification and citizenship

  • The applicant must be an Indian citizen.
  • A law degree recognised by the Bar Council of India was required by the application deadline, 5 January 2025, under the 2024 notice. A recognised 3-year LL B or 5-year integrated LL B can meet this degree requirement.
  • Knowledge of the customs, manners and dialects of Himachal Pradesh, and suitability for service in the State, was desirable; it was not listed as a separate compulsory written paper. [1]

Condition in the 2024 notice

Rule

Minimum age

22 years

General maximum age

35 years

Age calculation date

HP SC / HP ST / HP OBC

Up to 3 years of upper-age relaxation; normally up to age 38

Other special categories

No separate age relaxation under the 2024 notice unless specifically stated; some had fee concessions

Always calculate your age using the deadline in the new recruitment, not 5 January 2025. The new advertisement may also change or clarify relaxations.

Himachal Pradesh domicile and reservations

Reservation under the previous advertisement was for eligible bona fide residents of Himachal Pradesh with valid HP category certificates. Reserved-category applicants from other states were considered in the General category for that recruitment and could not claim HP reservation or the relevant fee concession. [1]

Is legal practice necessary before applying

The Supreme Court's decision in Bhumika Trust v Union of India, 2026 INSC 904 (21 August 2026), gives an important transition rule for new Civil Judge recruitments. The advertisement date matters. [3]

New advertisement date

Practical meaning

After the May 2025 ruling, up to 31 March 2027

Eligible fresh law graduates can apply without producing a separate pre-entry District Court practice certificate, subject to other rules.

From 1 April 2027 onward

At least one year of actual District Court practice, supported by the required certificate, is prescribed by the Supreme Court.

The Supreme Court also directed, after selection, a year of Judicial Academy training followed by a year of supervised law clerkship (six months at district-judiciary level and six months at the High Court). Read the new notice and the operative judgment together; older service rules alone may not answer a 2027 application question.

  • Each correct answer carries 2 marks. The 2024 notification expressly stated there was no negative marking.
  • All three papers were scheduled on the same day.
  • There was no separate GK or General Studies paper under this scheme.
  • The Prelims subject syllabus is the same as Mains Law Papers I, II and III. The detailed Act-wise lists are in Section 5 below.
  • Up to twenty times the number of posts were shortlisted for Mains based on Prelims merit. This was not a guarantee that every candidate above a fixed number of marks would qualify. [1]

Easy example: If a student gets 38 correct answers in Civil Law I, the score is 38 x 2 = 76 marks. Wrong answers did not reduce this score under the 2024 rule.

5 Main Written Examination: Complete Syllabus

The HPJS Mains scheme is based on five descriptive papers. Each lasts three hours. The first three law papers together carry 600 of the 850 Mains marks, so a solid Bare Act foundation is essential. [1]

Important: IPC, CrPC, Evidence Act and the new criminal codes

The 2024 HPPSC syllabus expressly used the names Indian Penal Code, Criminal Procedure Code and Indian Evidence Act. India has also introduced new central criminal laws. The next HPJS advertisement or official clarification must say which statutory version it will test; no one should silently replace the published names. [1]

Viva-voce

Final ranking

Mains marks + viva marks = maximum 1,000

A student cannot compensate for failing an individual qualifying paper merely by doing very well in other papers. In particular, Hindi must clear its 33% minimum. The interview also has a separate 45% minimum. [1]

What is assessed in viva-voce

Candidates may be asked to explain constitutional values, basic legal concepts, local Himachal Pradesh issues, ethics and impartiality, court management and practical situations. The interview panel also assesses whether an applicant can communicate clearly, remain calm and behave fairly as a judge. These are preparation themes, not an official list of interview questions.

8 How to Apply and Documents Required

The previous HPPSC application process combined online registration with physical submission of documents. The steps below explain the 2024 method; follow the exact new instructions when a fresh advertisement opens. [1]

1. Open the latest Civil Judge / HP Judicial Service advertisement on the official HPPSC website at hppsc.hp.gov.in.

2. Read eligibility, age, reservation, legal-practice requirements, vacancy position, important dates and examination instructions.

3. Register or sign in through One Time Registration (OTR), choose the correct Civil Judge advertisement and enter your details.

4. Upload legible degree records, date-of-birth proof, certificates, photograph and other required documents, then preview each upload.

5. Pay the applicable examination fee, if any, and save the submitted online application and acknowledgement.

6. Complete any separate hard-copy or physical-document requirement by the date and method expressly stated in the fresh notice.

Document checklist

  • Matriculation or equivalent certificate showing date of birth.
  • Graduation records, recognised LL B degree and semester-wise or final marks sheets.
  • Valid HP category certificate and bona fide Himachali proof where reservation is claimed.
  • Photograph, identity and OTR details in the specified format.
  • Any practice proof that the operative court directions and the new advertisement require.
  • Any employer NOC required for in-service candidates.

Special rule in the 2024 notice: applicants had to provide two original character/credential certificates from respectable persons unconnected with them, and submit a signed application printout plus self-attested documents to the Secretary, HPPSC, Nigam Vihar, Shimla 171002 by 13 January 2025. Do not assume these old mailing dates apply to the next exam. [1]

Where were the exam centres

The 2024 notice named Shimla, Mandi and Dharamshala (Kangra) as Preliminary examination cities. The centre list can change with the next recruitment. The Main written examination was organised at Shimla. [1]

9 Easy Preparation Strategy for HP Judiciary

Step 1: Make three law checklists

Separate Civil Law I, Civil Law II and Criminal Law. Start with the Acts named in Section 5 and list every important chapter, definition, landmark principle and local statute. Remember that the Prelims law syllabus and Mains Law Papers I–III are the same.

Step 2: Focus on Himachal-specific Acts

Give dedicated revision time to the Himachal Pradesh Courts Act, HP Urban Rent Control Act and HP Excise Act. These local statutes distinguish this exam from several other state judiciary examinations.

Step 3: Prepare MCQs and answer writing together

Attempt a full-length 50-question test for each law subject, revise incorrect answers from the Bare Acts, then write descriptive answers using issue, law, application to facts and conclusion. Work to the correct paper time limit.

Step 4: Do not leave English, Hindi or the special module

English carries 150 marks; Hindi carries 100. Schedule an English essay, two translations and a Hindi composition every week. Separately revise judicial sensitivity, POCSO, JJ Act, DV Act, POSH Act, Vishaka and judicial ethics.

Step 5: Start viva preparation early

Speak concise, balanced answers about why you want to join the judiciary, how to handle an ethical dilemma, basic constitutional safeguards, and practical courtroom situations. Remain updated on genuine court and state developments.

A practical weekly rhythm is four days of law study, one day for language papers, one day for a timed mock plus Mains writing and one day for revision. Adapt it to your available study hours.
